Chaos at Old Goa

We visited Bom Jesu church in Old Goa a couple of days back. I was expecting to see everything spruced up for the exposition. To my great surprise the scene was completely chaotic. The pavements are still being constructed and one could see lamp posts lying on the pavement outside the basilica waiting to be erected. Workmen were all trying to put things together. There was dust all over the place, white shamiana’s were put up in front of St Monica’s church. One dreads to think what the final shade will look like after all the dust settles down.
Do the authorities have to wait for the last week to complete their work. When the World Cup takes place and the country where it is expected to be held next is selected, preparations start from the very next day. When will we ever learn proper management.
