Desperate remedies

That the Planning & Development bodies in the State are filled with corrupt unscrupulous men is a fact that has always been known to all. The chief minister’s recent statement in the Assembly that these departments will get empty if he starts taking action on corrupt officials can be appreciated only if it’s not a statement of helplessness or justification but a positive step forward to finding a remedy to this serious malady.

 Otherwise the CM’s logic of taking action if one or few officials are corrupt and no action if all are corrupt is something that no sane person will ever understand or can accept.
Desperate maladies require desperate remedies! Why not give these guys a golden handshake if you must. There is no dearth of capable engineering & architecture graduates in Goa. Why not recruit them on merit (without taking money) and send them for training? These departments can function with skeletal staff or even close down for a while. But a complete overhaul is required here if Goa’s planning authorities (PDA and the Town & Country Planning Department) are to serve the noble objective of facilitating planned development for which they were formed.
