This is in relation to complaints about traffic accidents and deaths caused by stray cattle. Parking or abandoning cattle on highways, roads, or cities is criminal. Owners should be fined heavily, cattle should be impounded and held for up to two weeks.
If no claimant releases them from the pound then they should be speedily auctioned for sale or slaughter. Where cattle have caused an accident to occur, the owner should be fined. Something similar for stray dogs.
Let us join PM Modi to clean up untenable laws and achieve Clean Goa/India by 2019.
An appropriate NGO should adopt this aim as a policy and pursue implementation; lots of support both live and posthumous.
