Consumers in a spot over bills

It is reported that some Salcete consumers are put to great hardship by the Electricity Dept. by not sending their electricity bills since June 2014. It is due to the polices of the BJP govt ruled by Parrikar for the last 2 ½ years. The power Minister must explain and take moral responsibility for not giving the electricity bills to the consumers on time.
It is pity the way the BJP government is trying to portray a shining example of Goa to other states by claiming many firsts. But sadly there are many lasts which are left behind. Many basic services that are lacking which can embarrass the State.
The previous Congress power minister  gave us spot electricity billing by meter readers on electronic machine which was very innovative and was relieved the burden on the consumers of waiting for months together, as they used to get their monthly bills. But it is strange that the power department under BJP does not have the updated consumer database till date even after ruling the state  for 2  ½  years and is relying fully on the contractors.  I would like to ask Parrikar the following questions:
1)  Are the contract terms and conditions so much in favour of the contractors?
2)  What is the time frame to give soft copy (consumer electricity bill data of every month) to the electricity dept.?
3) Is the electricity bills charged from the consumers by the contractors to be kept secret and  information not to be pass fully to the dept.?
4)   Are the meter readers not suppose to update the data taken by them day to day?
5) Why is the Electricity dept. not using an innovative idea of electronic billing?
