Corruption has become the hallmark and the ‘basic feature’ of the Police Department in Goa. From times immemorial, right from the time of the MGP government lead by Dayanand Bandodkar till date, corruption is rampant and unchecked in the Police department. As a matter of fact, both corruption and unethical practices are securely institutionalised in all the departments of the Police department beginning from the lowest rung of the hierarchy up to the highest level in the department. The list of corruption cases in the Police department is just endless. Cases of custodial deaths, molestations and manhandling of arrested females by the men in uniform are not uncommon in Goa.
Needless to mention, the whole of Goa is aware how the investigation in the case of the death of Fr. Bismarque Dias has been handled by the Goa Police. The whole of Goa is also aware of the police-drugs mafia nexus prevailing in Goa. We all know how sincere the Goa Police are and how diligently they discharge duties. The law abiding common man has no faith whatsoever and are infact disgusted with the functioning and attitude of the police force. A police force is a constituted body of persons empowered by the state to enforce the law, protect property, limit civil disorder and protect the rights of citizens. But sadly this does not always happen.
It is a tradition that jobs in the police department whether it is a post of a constable or Inspector, are sold by MLAs and Ministers for a price running into lakhs of rupees especially the posts of Police Inspectors or Sub Inspectors. This is an open secret. This happens to be the genesis of rampant corruption in this department. Obviously it goes without saying that the police chance upon an opportunity to make up for the huge amount that they have paid for securing the job.
The latest case of a Police Inspector and two constables shamefully involved in accepting a portion of amount in the Rs 10 lakh Calangute dacoity case and the Rs 34 lakhs robbery case (Herald dt 21.12.2016) is yet another feather in the cap of the Goa Police. Congrats Goa Police! Bravo!
