The law itself must be realistic for it is to be respected equally and bring discipline in traffic system. It is true what we need sensible laws strictly enforced by the concerned authorities and not absurdity, that leaves open spaces for corruption besides sub standard road works. The compulsory helmet rule to rider and pillon rider will not serve any purpose in bringing discipline. It will only help in increasing the percentage of corruption besides the harassment to common man.
Before enforcing traffic laws, law enforcement authorities should see that the rules are towards safety of road users and should be followed strictly. It is not right to say that deaths are on the rise due to non-wearing of helmets. More deaths are caused by rash and negligent driving and due to bad roads. The implementation of helmet rule gives an opportunity to motorists to enforce Consumer Service Act and claim for the damages, so that government is made to pay for every pothole.
The public should be made aware that law has equal rights covered under Consumer Protection Act . Motorists can file public interest litigation against the law enforcement authorities for gross violation of Road Users Act , for neglecting the responsibility of maintaining the roads for public safety. Motorists should protect loss of limbs by enforcing consumer rights.
Since the compulsory helmet rule will start by Oct 2014, authorities must ensure that every road is hot mixed, free from potholes and accessible. Law enforcement authority should crack the whip and see that every responsible officer is pulled up for negligence. This will bring discipline in the traffic system.
