Previously, I have highlighted various issues of concern on the Expression of Interest (EOI) for the proposed master plan for sewerage scheme for State of Goa. What is the present status of the EOI process?
In my opinion, the proposed master plan for sewerage scheme for State of Goa is expected to be for horizon year 2035 and is linked to the land-use plans of projects under Mopa airport master plan, tourism master plan, industrial investment master plan and unwanted supporting mega projects. The sewerage scheme master plan will also be linked to unwanted /unauthorized migrant slums improvement projects.
There is an interesting inception report (June 2010) of AECOM on master plan for sewerage system of Delhi for 2031 (based on master plan for Delhi-2021). This inception report highlights the requirements for completing the sewerage master plan assignment.
I have read on the perspective page of the Herald (September 21, 2014) that the planning stage of the Goa tourism master plan will span over 38 months, while implementation process will be spread over 60 months (five years)! Further, according to the Herald Review article (September 21, 2014), the tourism master plan (preparation?) process is going to start between the next two weeks to a month.
There is an urgent need to immediately look at the inception report of the Goa tourism master plan. This report highlights the study approach/work schedule and the broad requirements for preparing the tourism master plan and tourism master plan project implementation process. The relevant tourism policy and the ‘terms of reference’ may also be given in this report.
JICA Goa water supply and Sewerage project was approved based on wrong information on foreign tourist arrivals in Goa! The JICA water supply project alignment on the road carriageway has created a mess on the Arlem-Raia road. I had highlighted these issues of concern earlier, while calling for rejection of the JICA Goa water supply and sewerage project. Are there plans for fresh loan assistance under JICA to fund the sewerage master plan consultancy assignment?
