The lawyers had also alleged that the shifting was to economically benefit the ruling party supporter as the rents of approximately of Rs 5 crores per year for the modern air conditioned court premises to be borne by the State Government was very high in comparison to the market rates.
Besides the said Lawyers Association had also unsuccessfully agitated their grievances before the Constitutional Legal Forums that the Government had not seriously taken up construction of the new court premises at Merces for which they had earlier repeatedly assured to the said Constitutional Judicial Authority that the new Court premises would be ready by the year-end of 2014, since the building works had not commenced till 2015.
But although the Court premises is situated next to the CCP garbage dumping site at Patto, the only relief it offers the litigants and the lawyers is that they are air conditioned large Court halls and also has the advantage of ample parking space being available at the EDC Patto, Complex.
However the superior District and Sessions Court premises for Civil and Criminal Cases continue to be located in the old cramped up building with small court halls without air-conditioning facilities, wherein half the hall is used for its office and the records. Whilst the chambers of the District Judges are air conditioned, the Court halls are small and stuffy without air conditioning facilities putting everyone to be suffering from breathlessness. during the Court proceedings.
Similarly is the cramped up condition of the District Court hall at Velho building Panjim, situated near CCP garden.
Can the Government kindly step in to ensure parity of all the Court premises and accordingly at least air condition the court Halls to ensure parity whilst administering justice to its citizens so that Justice may be dispensed with the proper frame of mind and all the fairness it deserves.
