Promoting Mopa Airport or SEZ/Real Estate development project?

Let me repeat. There were 171 queries to bid document (September 2010) of Goa PPP Cell for Technical Consultancy Services for Preparation of Master Plan, Preliminary Project Report, Tender Document and Project Management Services for the Proposed Greenfield Airport and Commercial/Industrial and Allied Developments near Mopa in Goa State.
The deliverables for the Mopa Airport technical consultancy assignment and the approvals to be given for the project by the PPP cell (based on the clearances from various authorities) were highlighted under Annexure – A (page 30 of 34, page 31 of 34 & page 32 of 34) in the query response report that was made available on the website of the Goa PPP Cell. There is an urgent need to know if all the required clearances & approvals were given for the Mopa Airport Project before starting the Request for Qualification (RFQ) process for shortlisting airport developers.
The pre-bid queries no.6, 12, 37, 58, 68, 75, 85, 106, 119 & 127 for the technical consultancy assignment are on land area for implementing the Mopa Airport project. The Mopa airport has to be developed on 2600 acres (and not 727.04 acres) of land, which also involves development of commercial and industrial area. Therefore, master plan for the project has to cover an area of 2600 acres! Is this an airport project or a massive SEZ/real estate development project?
There was an interesting news report on the Herald (November 19, 2014/voice of Goa page 5) highlighting the access road to Mopa Airport and the query of GVK on water availability at the pre-application conference for Mopa Airport held on 3rd November 2014. Water availability is one of the critical issues for promoting SEZ/real estate development projects. Also, the name of the applicant is usually not mentioned by the client Authority in query response reports. Why is the pre-application conference query response report still not available on the official Government websites?
My letter to reject Mopa Airport approach road had appeared on the Opinion page of the Herald 17th November 2012. The approach road to the project site is an important component of project master plan. Environmental Impact Assessment (EIA) & Social Impact Assessment (SIA) reports for Mopa Airport are linked to land acquisition for implementing the project master plan. In case of improper land acquisition, the manipulated EIA & SIA reports, if any, will be thrown in the waste paper basket!
What is the present status of Regional Plan for Goa-2021? There may be attempts to complete Regional Plan for Goa-2025 based on the rejected Regional Plan for Goa-2021 by destroying eco-sensitive areas and existing village settlements, in order to get phase wise approvals for unsustainable SEZ/real estate development master plans of project developers.
