Reservation policy needs total review

It refers to Gujarat High Court deciding against decision of Gujarat government for giving additional 10 per cent reservation to economically weaker section of unreserved categories of society.

 It has become quite usual that governments announce extra reservation knowing fully well that the total reserved-quota according to a Supreme Court verdict cannot exceed 50 per cent. Complete policy of ‘Reservation’ is in itself a big failure when it could not homogeneously mix people of reserved-categories in the society in stipulated 15 years initially fixed by constitution-makers and now for about seven decades after independence. In present era, policy of reservation is itself responsible for alienating persons of reserved categories from normal society by making them identified separately.
Of course, there is reason for talented and bright ones of unreserved categories especially from economically weaker sections to be depressed and agitated because of losing opportunities in government-jobs and education. 10 per cent reservation out of total 50 per cent may be for economically weaker ones from unreserved categories. Rest 40 per cent may be for a combined new category of ‘Reservation’ which may combine all present reserved categories like SC, ST or OBC to be merged into one single category with an annual review of progress or benefits made by different casts/tribes by virtue of Reservation.
Communities with maximum postings/admissions may be deleted from reserved categories by taking these as creamy layers, leaving opportunities for reservation for really deserving backward categories. Also since backwardness in reserved categories is due to their generally having large families, benefits of reservations may be reserved for persons/families with up to two children only. Persons with higher income and their family-members must not be given reservation-benefits where present system makes professional politicians (and their family-members) from reserved categories enjoy fruits of reservation-policy despite their being ultra rich and influential in politics and society. Taking out of creamy layer from reserved categories will automatically provide enough provision for economically weaker section of unreserved categories to be accommodated within 50-percent limit of total reservation.
