Having been colonies of Portugal, they were entitled to decide their future political status under the provisions of the United Nations Charter, and specifically, under Resolution No. 1514 of 14 December 1960 which was adopted by the General Assembly (to which India was a votary); and the reason why people of Goa did not have the right to self determination; hence suppressed self freedom.
Therefore, India committed an illegal method by taking Goa by force and not free will of Goans. It amounts to conquest (conquista) which was in 1961; as if it was in the era of conquest. Hence violated the procedure laid down in the UN Charter, wherein all colonies have the right to self determination, by virtue of that right, Goans freely determined their political status and freely pursued their economic, social and cultural development. Hence Goans were suppressed of their rights to freedom.
Till today, Goan identity can be verified by their way of living; the reason why all communities in Goa are peace loving people, compared to other states of Indian union.
Therefore, Goans deserve a Special Status, if not independence which the UN and Security Council ignored the Goans, their rights of self determination as envisaged under UN Charter, while giving other Portuguese colonies their independence.
There is a talk getting special status, requires amendments to the Constitution of India. It is crystal clear that at the time of framing the above Constitution, Goa was not part of India the logic says if Goa was not part of India, then how Union India conquered Goa?
Can any sovereign country (India) physically take military intervention by using force, in the land (Goa) which was not part of India vis-à-vis colony?
Anyway, it was the past, India must overcome some difficulties upon special status on the grounds that Goa is not like other States, which were ruled by the erstwhile British India who left India illiterate; Goa was ruled by the Portuguese and not British. Therefore, it is must that Goans get the rightful place of dignity and territorial integrity above all, only than one can say categorically, that it is liberated and not conquered; because this word does not suit in a democracy, when the whole world calls India a democratic country and therefore democratically give Goa a special status within the Union of India.
Now our Chief Minister certainly must be Goan in the sense his ancestors belonged to the erstwhile Portuguese colony of Goa and therefore Niz Goenkar, Goan blood and therefore since his own party is Delhi supremo, it is logic that he should endeavour his best efforts to persuade his Prime Minister to grant the status as early as possible, in order to avoid multiple consequences. Be the King of Special Status of Goa, like Dr. Jack Sequeira, popularly known as Father of the Opinion Poll and because of him we have forty Goans in the Legislative Assembly and today, Chief Minister.
