A two-stage NEET, a permanent statutory national examination authority and independent audits of exam standards are among the suggestions submitted to the Centre’s High-Powered Task Force (HPTF) on public examination reforms.
The proposals were submitted by the Akhil Bharatiya Vidyarthi Parishad (ABVP), United Doctors Front (UDF) and Educators Federation of India after the six-member task force, led by Infosys co-founder Nandan Nilekani, invited inputs on strengthening India’s examination system.

ABVP has proposed a two-stage model for major competitive examinations, with the first stage used for shortlisting and the second for final selection. It has also suggested exploring two NEET-UG attempts a year, with the better score considered, along with stronger question-paper security and independent audits.
UDF has called for a permanent statutory examination authority with specialised divisions for cybersecurity, digital forensics, psychometrics and examination logistics. It also proposed a standardised chain of custody for question papers, GPS tracking and tamper-evident packaging.
The Educators Federation has suggested a two-stage NEET pilot, encrypted transmission of question papers and a separate council to set examination standards, accredit centres and oversee audits.
