Anjuna: It’s been more than 18 days that the complaint against illegal hill cutting and development of comunidade land in Anjuna is filed however the panchayat and the communidade have failed to take firm action against the development and the violator. The complaint was filed on November 7.
Though the panchayat has stopped the work and inspected the site, the panchayat has delayed holding the meeting to decide the further course of action on these illegalities. The Panchyat has now scheduled a meeting on Saturday, November 26, and is likely to issue show cause notice.
Meanwhile, Anjuna Comunidade has issued a show-cause notice to the concerned person however do not intend to file a police complaint. Comunidade is expecting the police to initiate action based on the show cause notice copy which is also submitted to the Anjuna police.
The Comunidade being the owners of the land, has the authority to act. However delayed action, shows that they are least interested in getting their land restored back to its original state.
It can be recalled that around 2000sqmt of Hill in Little Vagator was allegedly destroyed for the access road and further construction of a suspected nightclub in Anjuna village.
A DJ-cum-activist had lodged a complaint with the Deputy Collector Bardez, Mamlatdar Bardez, Forest Conservator, the Comunidade, the TCP, and the Anjuna-Caisua village panchayat, for immediate action.
The ‘development’ was carried out by cutting a large number of trees and hills in a blatant and brazen manner right under the nose of the concerned authority including the Comunidade and panchayat.
“We have issued show cause notice to the concerned person and a copy of the same is submitted to Anjuna Police and Administrative of communidade”, Dominic Pereira president of Anjuna Comunidade said.
The Sarpanch of Anjuna Panchayat Laxmidas Chimulkar said,” Last meeting which was scheduled for November 18 was postponed because the secretary was on leave. Now the meeting is scheduled for November 26. A show cause notice will be issued to the concerned person,” Chimulkar said.

Team from Anjuna-Caisua village panchayat inspects site
MAPUSA: A team of Anjuna-Caisua village panchayat headed by Sarpanch Laxmidas Chimulkar inspected the alleged illegal construction which is coming up in No Development Zone (NDZ) and No Development Slope at Small Vagator, Anjuna.
Panchayat secretary, ward member Dinesh Patil and the complainant Surendra Govekar were also present.
During the inspection, the team learnt that the concerned person had violated the CRZ norms and the conditions laid in the permissions obtained.
As per the NOC issued by the panchayat, the permission is given for temporary wooden structure how we the concern person have carried out construction using steel and concrete. Panchayat also learnt that Samar Merchant of waters Beach Lounge and Grill has leased the premise to one Love and Lemon company from Delhi.
Four floors including ground floor is constructed with steel and flooring of cement fibre planks while in some parts concrete is for floor but wood was nowhere used as per the NOC granted.
“We have conducted the inspection and report of the same will be prepared by the secretary. The concern person have violated the CRZ and panchayat norms and carried out illegalities. Necessary action will be taken against the same”, Sarpanch Chimulkar said.
In the name of construction of temporary wooden restaurant, Waters Beach Lounge and Grill Private Limited were carrying out illegal construction in violation of CRZ Notification, 2011 and the Building Regulations framed under the Scheme of Town & Country Planning Act, 1974 in survey No 213/17 & 213/18 of Anjuna Village.
In this regard, a villager Surendra Govekar has filed a complaint with the Environment Minister, Principal Secretary (Environment), Member Secretary of GCZMA, Chief Town Planner, North Goa Collector, Deputy Collector, Directorate of Panchayats and Goa Police, seeking action.
Govekar in his complaint had stated that illegal permanent construction activities is being carried out by waters Beach Lounge and Grill Private Limited through its one of the directors Samar Anvar Merchant at Ozran, Vagator in the property bearing survey numbers 213/17 and 213/18 of Anjuna, village in violation to approved permission issued by the GCZMA for temporary wooden restaurant which is a natural cover depicted in the Regional Plan 2021.
