PANJIM: Goa Police will shortly witness a major shake-up as nine Deputy Superintendents of Police are likely to be promoted to the rank of Superintendents of Police. Their posting will also be announced soon after their promotion as the State is gearing up for the ensuing General Assembly Elections.
Sources said the Chief Minister Pramod Sawant-led cabinet had a week ago approved nine posts of SPs, on promotion basis. Information with Herald reveals that DySPs Anthony Monserrate, Maria Monserrate, Sunita Sawant, Suchita Dessai, Ezilda D’Souza, Edwin Colaco, Gurudas Gaude, Nelson Albuquerque and Kiran Podwal are in the race for promotion.
“Goa government has allowed relaxation in the Recruitment Rule following which nine DySPs will be promoted to SP rank. Earlier, the qualifying service was eight years but with this relaxation, deserving officers will get an advantage,” an official told Herald.
A proposal is being drafted to submit to Goa Public Service Commission (GPSC) that through a duly constituted Departmental Promotion Committee (DPC) will issue promotion orders.
Five of the nine officers were promoted to the rank of DySP in 2014 while one was promoted to the present position in 2016.
The last promotion to the SP rank was little more than a year ago when GPSC promoted DySPs Sammy Tavares, Mahesh Gaonkar, Serafin Dias and Lawrence D’Souza in May 2020.
This created an additional vacancy for DySPs posts as differences over direct recruitment and promotion of Police Inspectors continue. Some in the government have opposed 100 per cent promotions to DySP rank even as successive governments have amended direct recruitment quota percentage from time to time.
The matter is now before the High Court with over a dozen Police Inspectors seeking filling up the post only by promotion. The Court has said that direct recruitment of DySPs shall be subject to final orders made in the petitions.
