ACB to register FIR against govt servant for fraud

PANJIM: Vigilance Department has decided to register an FIR against a Junior Scale Officer of Goa Civil Service, following a complaint against him for misrepresentation, deception and fraudulently obtaining a certificate certifying that he does not belong to creamy layer in the OBC category.

A complaint against the officer was filed in April 2016 by a Margao resident, claiming that the officer had forged the income certificate to claim that he does not belong to the creamy layer category. 
Vigilance Additional Director II said that the complaint was examined and placed before the government and it has been decided to lodge an FIR with the Anti-Corruption Branch.
As per the government notification the annual income limit to qualify for benefits of OBC reservation is Rs 6 lakh. The complainant had submitted documentary evidence to show that the officer comes in the creamy layer and that the family’s annual income exceeds the limit set by the government. 
He had submitted documents to show the officer owns six shops in Navelim, a flat at Margao and an ice cream factory in Margao. 
ACB officials said that a fresh complaint which was needed has been received and it is under examination. The same file with the complaint would be sent to the Chief Vigilance Officer who is Chief Secretary of Goa for approval to register the FIR.
