PONDA: RTI activist Rajan Ghate on Tuesday urged the Chief Minister to order inquiry into the alleged illegal construction of three roads by Kirlapal–Dabal Panchayat in the property of physically challenged couple, at Mallari Moll, Codli.

He alleged human rights violation into the case and warned to stage a “dharna” at Panjim and even approach Human Rights Commission on the issue if inquiry is not initiated into it.
Meanwhile, Kirlapal-Dabal Panchayat rejected the allegations made by the family of injustice and illegal roads, saying as baseless. The panchayat showed the NOC document the complainant family had signed for the construction of road in 1989.
Deputy Sarpanch Shashikant Gaonkar and Panch Ramakant Gaonkar informed that no injustice has been done to the family. They said in 1989, the family has signed a NOC before then sarpanch for the construction of the road. Their allegations are baseless.
However, Ghate claimed that the said NOC is invalid, falsely obtained from the family and even the PWD is not considering such a NOC.
He demanded that the government probe into the trueness of NOC obtained by the panchayat in 1989, which the family claimed obtained by cheating.
According to the RTI activist, the physically challenged couple — Santosh Gaonkar and wife — who are suffering from speech impairment and hearing loss, owns around 21,000 square metres of land wherein the three roads are constructed for benefit of other people now.
Their daughter Tara Gaonkar and brothers’ family are fighting against the injustice done to them wherein the illegal roads are constructed for benefit of few persons residing into another plot.
Ghate said, “The Gaonkar family appeared cheated in 1989 with panchayat taking NOC on simple white paper for the construction of one single road but now based on that the panchayat had constructed three roads into their property.”
“When any NOC or documents are signed it should be signed on a stamp paper or in the presence of panchayat secretary, but here then sarpanch obtained their sign on a plain paper for a NOC which is invalid,” alleged Ghate.
The family claimed that around three roads are constructed in their private property by the panchayat forcefully despite their objections.
