The sarpanch and the two panchas were present when Panchayat Secretary Damodar Kankonkar in the presence of a BDO representative declared the gram sabha postponed for want of quorum. The 15-odd gram sabha members demanded to know why panchas continuously fail to attend the gram sabha.
