Amicus curie submits 18 suggestions in HC to ease traffic flow in Panjim city

Construction of footbridge with lifts or escalators connecting Santa Monica jetty to the other side of the road, strict enforcement by Traffic Police against unauthorised parked vehicles along the Dayanand Bandodkar Marg are among the measures with a timeline made by the amicus curie in the High Court of Bombay at Goa

PANJIM: In a bid to ease traffic flow in the capital city, the construction of a footbridge with lifts or escalators connecting Santa Monica jetty to the other side of the road and strict enforcement by Traffic Police against unauthorised parked vehicles along the Dayanand Bandodkar Marg are some of the 18 suggestions with a timeline made by the amicus curie in the High Court of Bombay at Goa. 

Adv Nigel Da Costa Frias, who has been appointed amicus curie submitted his suggestions with action to be taken during the hearing of suo motu writ petition in the matter of Panjim traffic plan. 

The immediate measures suggested are strict enforcement by Traffic Police against unauthorised parked vehicles along the Dayanand Bandodkar Marg particularly near Captain of Ports and to provide at least two towing vehicles each to tow cars and two-wheelers. The taxi permit of repeat violators (with multiple challans) for unlawful street parking will be cancelled. Also traffic staff be deployed at strategic locations to ensure traffic regulation/control/enforcement.

The Panaji PI should carry out random patrolling along the casino area and take necessary action with regards to the taxi drivers who do not listen to the security personnel engaged by the off-shore casinos operators thereby resulting in arguments and fights over parking and pick up of the passenger from the casinos.

It is suggested to deploy police personnel at the Integrated Command and Control, Altinho to monitor movement of vehicle through camera system and trigger ground level response action wherever problems are noticed.

Pan Tilt Zoom camera to be provided under Smart City infrastructure at entry points to casinos and cruise boats from ferry jetty to Santa Monica jetty so that e-challans can be issued under ITMS system by Department of Transport for parking violations.

Another suggestion made for the Imagine Panaji Smart City Development Ltd) and Traffic Police Cell is to make Traffic Signal System on the entire stretch from Dona Paula to Divja Circle to be adaptive/responsive based on actual flow of vehicles and synchronised for smooth movement. The system to be designed for continuous green signal which are at short distance such as Custom House and Ferry Point. Smart City Camera system to provide real time data of vehicles entering and exiting the city, category wise.

A well planned parking area is proposed on land admeasuring 16,000 square metres at Patto so as to ferry the tourists to the cruise boats. The plot was earlier used for the parking of inter-State buses. The gate at Santa Monica Jetty which leads to the ticketing counter of the Cruise Boats will be closed to vehicular traffic.

Also 48 low floor electric buses to be procured under the Smart City project for operation by KTCL and these buses will be deployed replacing existing old 74 private buses. The system to be designed for continuous green signal which are at short distance such as Custom House and Ferry Point.
