MARGAO: Tension prevailed at Davorlim Dicarpale village panchayat on Wednesday as angry residents demanded to know why, despite objections from the people, the panchayat had issued an NOC to one Vinayak Prabhu for constructing a building.
Local Panch Herculano Niasso was grilled by the villagers who pointed out that they had submitted a memorandum, dated January 24, 2020, signed by 160 people objecting to the project on various grounds including absence of proper access to the proposed construction.

They demanded to know how despite their memorandum the panchayat issued an NOC to Vinayak on February 10, without even conducting a site inspection. Herculano’s defence that the Town and Country Planning Department had given technical clearance to the project was rejected by the villagers.
The villagers pointed out that TCP gave a mere technical clearance, but if the panchayat had inspected the site it would have known that the access road as shown by the project proponent in his plan does not exist.
After much discussion where Herculano even suggested to the villagers to file a suit against the project, it was finally decided to meet again on Thursday as the secretary was not present in the office when the villagers had gone to the panchayat.
