PANJIM: Arpora-Nagoa panch member Cleofas Fernandes, alias Kempha, has been barred from entering North Goa district for two years. The collector, however, turned down North Goa police’s externment request against Yusuf Sheikh, alias Rama Naik.
North Collector Nila Mohanan’s externment order against Kempha, last week had allowed him 10 days time to appeal before the Appellate Authority. Sources said Kempha’s advocate had sought a three-month breather to move the authority. It is not known whether Kempha has challenged the order.
Sources said this was Kempa’s second externment proceedings after his attack on Calangute MLA Michael Lobo near Arpora market junction on December 4, 2014. He had surrendered five days after escaping police action, and was subsequently arrested by Anjuna police.
“The first externment proceedings against him were quashed but in the wake of the attempted murder charge in addition to about 15 cognizable and non-cognizable cases registered against him at different police stations, the State police recommended his name for externment again,” a senior police officer told Herald.
Rama Naik, arrested in March 2015 for torching a rickshaw at Porvorim was accused of threatening residents who demanded his arrest. The Collectorate, however, refused police’s plea to extern him.
