ARZ appeals Member Secretary, GSLSA for Full Time Protection Officer & OSCC in each Taluka of Goa

In Goa, 20 percent of women age 18-49 have ever experienced physical violence, and 4 percent have ever experienced sexual violence. In all, 20 percent of women experienced physical or sexual violence and 3 percent experienced both physical and sexual violence. {National Family Health Survey, India Goa Chapter, Page No. 27 – 2019-2021}

Arz (anyay rahit zindagi) has
appealed the Member Secretary, Goa State Legal Services Authority, for “FULL
TIME PROTECTION OFFICER”, & “One Stop Crisis Centre (OSCC)” in each Taluka
of Goa to provide services and relief to the victims of domestic violence in
Goa.

ARZ {anyay rahit zindagi}, NGO
working in Goa since 1998 to protect children and women from violence. Arz has
setup WISH – {women’s initiative for self-help} economic rehabilitation unit,
to provide livelihood to the victims of in Goa.www.arzindia.org

Arz in the last 25 years during
its intervention in Goa, has felt that domestic violence is very common in Goa
and a large number of victims of domestic violence in Goa, do not receive
proper services, as a result the victim and her family suffers
socially-psychologically- financially and legally. The impact of the victim is
not limited only to the victim of the domestic violence, but impacts the second
generation, and makes them vulnerable to abuse and exploitation.

Arz, to address the issue of
domestic violence in Goa on the 23rd of November, 2023 organized a
workshop and invited victims of domestic violence, NGOs, service providers, para
legal volunteers, Protection Officer and Goa state legal services authority to
meet and discuss the problem of domestic violence and suggest solutions to
address domestic violence in Goa.

The workshop organized by Arz was titled “Domestic Violence:
Impact and Legal Provisions”, and organized in collaboration with the
Protection Officer, of Mormugao Taluka on the 23rd November 2023 at
Vasco, Goa.

The workshop was attended by more than 150 persons, which
included victims of domestic violence, NGOs, service providers, panchayat
members, counsellors, etc. The speakers during the workshop included members of
Arz, NGO; victims of domestic violence; Member Secretary, GSLSA and Protection
officer, Mormugao.

During the workshop situation of domestic violence and
services for the victims of domestic violence in Goa was discussed. The victims
of domestic violence, resource persons and participants during the workshop
passed the following resolution:

Presently, Block Development Officer under “THE PROTECTION
OF WOMEN FROM DOMESTIC VIOLENCE ACT” are holding the charge of “Protection
Officer” in each Taluka of Goa. Due to the nature of their role and responsibilities
as BDO, the Protection Officers are unable to provide time to the victims of
domestic violence to handle their cases as a result the victims of domestic
violence are suffering in Goa.

Resolution:

Appointment of Full Time “Protection Officer” under “THE
PROTECTION OF WOMEN FROM DOMESTIC VIOLENCE ACT” along with necessary
infrastructure & human resource in each Taluka of Goa.

Resolution:

Setting up of One Stop Crisis Centre (OSCC) or One Stop
Centre (OSC) or Sakhi Centre at Taluka level and the
social-legal-medical-psychological services to be provided by the government
instead of NGO.

Arz has appealed to Member
Secretary, Goa State Legal Services Authority, Chairperson, Goa State
Women’s Commission, and Director, Women & Child Development, for the implementation
of the RESOLUTION to ensure quality services to the victims of Domestic
Violence, In Goa.
