The recent assessment of village panchayats done by the Department of Panchayats shows that many big panchayats have miserably failed to perform even as a few have done well in certain areas.
The 189 panchayats are divided into four categories A, B, C and D category as per the population coming within their jurisdiction.
In “A” category village panchayats of Shiroda, Chicalim and Veling-Priol topped the list while panchayats of St Cruz, Sancoale, Chinchinim, St Jose de Areal and Cana-Benaulim have fared badly.
This was the first time negative marking was introduced and criteria fixed for objective assessment of village panchayats, said Menino D’Souza, Director of Panchayats while speaking to Herald on Monday.
Panchayats with performance on issues such as good governance initiative, garbage disposal, tax collection, convening of gram sabhas, maintenance of records and registers, preparation of budget, convening of fortnightly meeting, plastic collection scheme, sanitation, action on audit paras, action on stray cattle, utilization of funds under RDA, were given positive marks.
There were also given points for innovative projects worth replicating, annual development plan prepared etc.
Negative marks were assigned against illegal construction (-1 for 1-20 complaints, -2 for 21-40 complaints, -3 for 41-60 complaints and -4 for more than 60 complaints), audit paras, powers assumed by deputy director of panchayats u/s 66(2)and 66(5), show cause notices u/s 50 to sarpancha or deputy, convening of gram sabhas by BDO, complaints received for non execution of orders of higher authorities and inquiries in programmes for embezzlement or misutilisation of funds.
In category A, panchayat of Cana-Benaulim has done so badly that its score has been minus five. And though some panchayats in this category scored more than thirty marks in the part I assessment, their negative score spoiled their ranking.
