Assolna VP issues notices to 15 illegal gaddas

ASSOLNA: Assolna panchayat on Wednesday issued notices to 15 kiosks (gaddas) illegally parked along the Assolna-Velim roadside as well as in the government property near the Panchayat Ghar in the village.

Sarpanch Xavier Almeida said, “The Assolna Village Panchayat under Section 235 (2) (c) of the Goa Panchayat Raj Act 1994 had affixed notice of inspection on 15 illegal unnamed closed gaddas that were found parked in the Assolna market place. The Assolna village panchayat had written to the Salcete Block Development Office (BDO) requesting police protection to undertake this exercise of site inspection of the illegal gaddas parked in Assolna on Wednesday morning at 10 am, fearing a law and order problem that could arise from the pasting of the notices on these gaddas.” 

“Accordingly, the Salcete BDO II Paritosh U Fal Dessai forwarded our request to the South Goa District Deputy Collector and Sub-Divisional Magistrate (SDM) Jyoti Kumari who in turn directed the Cuncolim PI Theron D’Costa to provide sufficient police personnel to avoid breach of peace and commission of any cognisable offence during the Assolna panchayat site inspection and pasting of notices on the illegal gaddas in Assolna on Wednesday morning,” Almeida disclosed.

“On January 25, a resolution was passed by the Assolna panchayat in view of the mushrooming of various stalls/structures causing obstruction/encroachment and the same having been erected illegally in public places including open spaces and areas abutting the public roads not being private property within the jurisdiction of this panchayat. The panchayat had resolved to inspect these stalls/structures on February 22 from 10.30 am onwards. Hence, a show cause notice was issued to the owners requesting them to be present for the inspection and furnish all permissions, if any, from the appropriate authorities for erecting the stalls/structures during the site inspection. They were further warned that despite affixation of this notice of inspection and they remained absent for the said inspection, the inspection shall under no circumstances be postponed or cancelled and will be carried out in their absence and ex-parte. Since the names of the person who is the occupier of the stall/structure is not known and not available, it was further resolved by the Assolna panchayat to serve the notices of inspection by invoking the provision of Section 235 (2)(c) of the Goa Panchayat Raj Act 1994,” the sarpanch added.
