PANAJI: Revenue Minister and Panaji MLA Atanasio ‘Babush’ Monserrate has opposed a Tourism Department proposal to redevelop the existing public toilet block at Miramar Beach by adding a café, refreshment area, co-working space and commercial shops.
In a letter to Tourism Minister Rohan Khaunte, Monserrate said a public toilet at a public beach should remain freely accessible and should not be combined with commercial activities.

He also expressed concerns that the proposed development could lead to increased crowding, traffic, noise and waste generation, besides creating access-related issues. He particularly pointed to the location of the proposed facility opposite a school.
Monserrate said the focus should instead be on providing a modern, clean and well-maintained public toilet along with the necessary supporting facilities.
He argued that the existing public amenity should be upgraded to better serve beachgoers rather than being expanded into a broader commercial development.
The proposal has therefore drawn objections over the inclusion of commercial components in a project intended to redevelop a public sanitation facility at the popular Miramar Beach.
