Former directors of Bharat Developers and Realtors Pvt Ltd, Birring and Jagdeep Kumar Seghal, besides eight Goa government officials and contractor are facing serious criminal and corruption charges after an under-construction building at Chawdi, Canacona, collapsed exactly a year ago on January 4, 2014.
While nine were arrested and subsequently bailed out, the two builders managed to give the cops the slip, with Birring fleeing to Britain. The duo was also booked under Section 174-A of the Indian Penal Code for dishonouring the court as they refused to respond to repeated court summons.
Crime Branch Superintendent Kartik Kashyap said they have nearly completed compiling the chargesheet against all 11 accused and hope to file it before Margao Sessions Court within one week. He explained that Birring’s extradition process can begin only after a chargesheet is filed against him.
“We have to convince the Manchester Court that he (Birring) is wanted in a criminal case here, for which the chargesheet is the document… it’s a long procedure,” he stated while speaking with Herald. The investigating team has already attached properties belonging to the two proclaimed offenders worth Rs 30 crore.
In the chargesheet, comprising 2,600 pages including forensic reports and statements of 125-odd witnesses, the Crime Branch will specify that a supplementary chargesheet against the two men will be filed once they are traced. The team had earlier raided various places and seized documents in Goa and Mumbai.
Along with them, nine others will also be chargesheeted as Crime Branch has obtained permission from the State to prosecute the accused government servants. The Goa Engineering College report which certifies that the material used in the construction of Ruby Residency was sub-standard and faulty designs of structures forms strong evidence in the case.
