CAC constitution memorandum issued

Committee is interim arrangement till March 31 to guide State Admn in absence of CM

PANJIM: Chief Secretary Dharmendra Sharma on Thursday issued the office memorandum on the constitution of Cabinet Advisory Committee (CAC), an interim arrangement in the absence of Chief Minister Manohar Parrikar, to guide the State administration. 
The committee consists of three ministers – Ramakrisha(Sudin) Dhavalikar (MGP), Francis D’Souza (BJP) and Vijai Sardesai (Goa Forward Party). 
“The committee shall meet at least once a week, at such point of time and place, and is empowered to decide unanimously among themselves on certain important financial year ending issues,” Parrikar had said in his letter to Goa Governor Dr Mridula Sinha, before leaving for USA for further medical treatment. “The committee shall consult the Finance Department before taking any financial decisions,” Parrikar had added. 
The memorandum states, “This is issued with the approval of the Chief Minister as communicated by his letter dated 5- 03-2018 addressed to the Governor of Goa.”
The committee has been restricted from interfering in departments like Finance, Home and General Administration, while it has been granted financial powers of up to Rs 5 crore. “Works up to Rs 100 lakh will be sanctioned by cabinet ministers and from Rs 100 lakh to Rs 500 lakh will be sanctioned by CAC,” the memorandum states. The committee will be in place till March 31 or until further orders.
