PANJIM: Goa Vikas Party MLA Caetano Silva Tuesday offered to pay a bribe to Goa police for giving clearance certificate to a youth who wishes to go abroad, but has been named in a road accident and his name is not being cleared.
The statement, which was apparently out of frustration, was made during the demands for grants of police department, Tuesday on the floor of the House.
Silva in a rather aggressive tone said the police were reluctant to give police clearance to a youth who is making desperate attempts to take up his new job abroad. “The police are not giving clearances in road accidents. People want to go aboard for jobs but they have to face such hindrances. Road accident is not a crime, it just happens,” he told the House.
Promptly reacting to the allegations, Chief Minister Manohar Parrikar while assuring to suspend the officer creating such problem, assured to release a circular in two days wherein police clearances will be given in cases of genuine road accidents.
“I will release a circular on the same guidelines of Passport clearances,” he said.
