PANJIM: Leader of the Opposition Yuri Alemao has stated that the Comptroller and Auditor General of India (CAG) report that the government has violated the Goa Fiscal Responsibility and Budget Management (GFRBM) Act, has vindicated his stand that the State is under financial emergency with the faulty policies and pushing the State into bankruptcy.
Yuri said. “During the general discussion on the budget, I had brought to the notice of the Chief Minister that his figures showing the government is working within the parameters of Fiscal Responsibility are wrong. They are clearly erroneous and misleading. The CAG has observed that the outstanding debt of the State government to GSDP increased from 26 per cent to 32 per cent. The ceiling under the GFRBM Act is 25 per cent.”
Further, the CAG has also brought out that there is understatement of debt by the government by resorting to Off Budget Borrowings. This is hiding the reality and projecting a wrong image which is not acceptable, he claimed.
The government is not exercising any prudence in spending. It is doing a jugglery with figures to show that they are within the fiscal law, Yuri said.
