Candidate rejected for Art College principal’s post for ‘no personality’

PANJIM: The Goa Public Service Commission (GPSC) has rejected candidates, who had applied for the post of principal of Goa College of Arts as they had no personality, lack of power of reasoning and other associated qualities.  

This is the third time the GPSC has rejected candidates, the previous being in 2019 and 2020. 

Two candidates Dr Shivaji Shet and Sachin Naik had applied for the post advertised by the GPSC in March 2022. The GPSC interview committee called both for interview and after taking into account their performance at the interview which, included parameters on personality, self-confidence, power of reasoning and other associated qualities, did not recommend any of them.

Shet was the only candidate who had completed PhD and urged the interview committee to count his five years spent in pursuing PhD as research experience. But the interview committee opined that it cannot be counted as separate years of research experience since it would amount to double counting. Secondly, PhD is an academic qualification and time spent pursuing it cannot be counted as work experience, it observed.

As the post could not be filled in 2019, the GPSC re-advertised the post in May 2020 and accordingly recommended Prajakta Parvatikar for the post. But the State government did not accept the recommendation since Parvatikar did not possess requisite knowledge of Konkani. 

According to social activist Swati Kerkar, the GPSC did not recommend the name of Dr Shivaji Shet though he was eligible in terms of recruitment rules and also possessed necessary qualification required for the post. 

Dr Shet is the first and only Goan awarded Doctorate in Fine Art. 

Kerkar said that for all three interviews there was no mention of marking table and demanded to know how the experts calculated the marks.

In separate representations to the Governor and the Chief Minister, Kerkar has urged them to issue appropriate directions to the GPSC to take steps to complete the process of recruitment which was initiated in May 2020 and abandoned midway and to appoint Dr Shet by recommending his name for the post or in alternative to issue necessary directions to initiate fresh recruitment so that the post of the principal is filled at the earliest, in the larger interest of students.
