Cannot hold back doctors who want to study further, says DyCM

PANJIM: Keeping back MBBS graduates in Goa for a year is a challenge before the government, deputy Chief Minister and Health minister Francis D’Souza told the Legislative Assembly on Monday.

“Most of the doctors prefer to go for further study after MBBS. We are trying to make the candidates to sign a bond of at least one year to stay here but when the question of further studies is concerned we cannot restrict them,” D’Souza said.
The minister said that at present only 100 doctors graduate from GMC of which 15 are from the all India category and most choose to study further and go out of the state.
BJP MLA Nilesh Cabral said that whoever goes out of the State for further studies after MBBS can also sign a bond with the government to return and serve a one year in Goa.
However, Chief Minister Laxmikant Parsekar said that those doing their post graduation and diploma in GMC can be asked to sign a bond.
Getting doctors at GMC and all over Goa in various government-run hospitals is an issue before the government. D’Souza said some doctors are ready to leave their jobs if they are posted in rural areas and some are willing to work only in urban areas.
D’Souza also said that a lecture hall and girls hostel at GMC will be inaugurated on August 15.
He said the newly inaugurated morgue will be functional within a month. This had been delayed due to technical reasons.
The minister said that unclaimed bodies at the morgue, especially of foreigners, is an issue of concern and that was the reason the load on the morgue was not declining.
D’Souza also said that the Deen Dayal Swasthya Seva Scheme to provide health insurance coverage for all residents of Goa will be ready within a year for implementation.
The Chief Minister said there were already 50 sittings to formulate the scheme and it has gone through three health secretaries. He justified the delay in launching the insurance scheme and said it will be comprehensive and very good once ready.
