Captain of Ports says it was not consulted while drafting Jetty Policy

PANJIM: The Captain of Ports (CoP) has claimed that it was not consulted by the tourism department while drafting the ‘Jetty Policy 2022’ and alleged that the tourism department is trying to override its statutory authority and jurisdictional rights.

In its objection submitted to the Director of Tourism, the CoP has stated that the Jetty Management Committee (JMC) was specifically for Santa Monica Jetty in Panjim and has strongly opposed the extension of the scope and mandate of the JMC and the Jetty Policy to all jetties.

“The draft Jetty Policy is unacceptable to them in the present form because it basically infringes on the statutory powers and administrative requirement of the Captain of Ports vide the Indian Ports Act and Inland Vessels Act and rules,” the CoP stated in the objections submitted to the Tourism Department.

It further added that the Jetty Management Committee’s powers are being extended to jetties in an authoritative way that it transgresses on the statutory powers and administrative jurisdiction of the Ports and Rivers of Goa. 

The CoP  has asked the Tourism Department to make changes in the draft jetty policy if it wants the department to accept it.
