MARGAO: Mamlatdar Joao Fernandes who is the returning officer for the panchayat bye polls declared Rafael Cardoso elected unopposed from ward No 7 of Ambelim village. Meanwhile, elections will be held on October 21 to elect the panchayat member from ward No 6 of Carmona where three candidates are in the fray.
