Carmona to start preparing its village plan from today

MARGAO: Carmona would commence the process of preparing its Gram Panchayat Development Plan at the special gram sabha scheduled on January 26, where the initial process of preparing the plan would be discussed and the procedure to prepare it would be also finalized.
The ward wise meetings to discuss projects that would be included in the GPDP would be discussed on Saturday. Carmona is a little behind in preparing the GPDP as all other panchayats in Salcete have finalized their plans at the special gram sabhas held on December 19, 2018.
It may be recalled that the constitution of the Village Development Committee of Carmona was challenged as the gram sabha held to constitute the committee was not publicized much in the village and hence the formation of the committee was delayed.
Carmona Sarpanch Allwyn Jorge said he plans to have the GPDP ready by at least the end of February so that it can be presented to the gram sabha and approved.
Meanwhile, Allwyn informed that the panchayat petition to correct the Survey Records with regards to Zalor beach was dismissed by the Deputy Collector because no government agency filed their reply and also as an issue was raised whether the court had the jurisdiction to decide the petition.
He asserted that the survey records cannot overwrite the old cadastral records where the Arabian Sea is shown as the Western boundary of Zalor and said the matter has to be decided after taking opinion of all the people concerned.
Pleading for self restraint and maintaining status quo, Allwyn also pointed out that the road leading to Zalor beach which is currently being widened passes entirely through Carmona village. “Why should we sacrifice our cultivable fields and settlement land for widening a road leading to the beach that is not part of our village?” he asked.
