Cavorim-Chandor demands Bhumiputra Bill scrapped

CAVORIM-CHANDOR: The Cavorim-Chandor gram sabha held on Sunday vociferously demanded scrapping of the hastily passed Goa Bhumiputra Adhikarini Bill 2021 in the three-day Goa Legislative Assembly session held in July.

Speaking to Herald, former sarpanch Susan Dias divulged, “The gram sabha members vociferously opposed the Goa Bhumiputra Adhikarini Bill 2021 and demanded that the government completely scrap this Bill. Another issue that was raised pertained to the garbage site as recently when an official inspected the site there were bushes that have to be cleared.”    

Sarpanch Edward D’Silva disclosed, “The agenda of the gram sabha was also to place the Material Recovery Facility (MRF) shed plans before the villagers as the panchayat body had proposed a land in Patramol-Chandor which is an open space belonging to the panchayat.” 

“Earlier, the panchayat had sought land from the Communidade in Babcocal-Chandor but after getting all the requisite NOCs from the Comunidade and once we forwarded it, it was denied by the director because the Comunidade did not have its name in the Form I & XIV. We also learnt that the matter was sub-judice. But as per the High Court directives, we had to show another alternative place where the panchayat along with the Garbage Committee proposed Patramol in Survey No 59/1. However, when this garbage site was proposed as the sarpanch, I had made it clear to the villagers that if there were any objections from the villagers, the panchayat would oppose the site,” he said.

“The third important issue raised during the gram sabha pertained to the construction of market complex. The market complex was built by the panchayat under the Fisheries Department in 2007. However, in 2018, the panchayat had proposed to renovate this market complex under the RDA Department and had sent the proposal to the RDA Department as well as the local Church Fabrica Committee as they are the land owners of the property,” said Sarpanch Edward, who stoutly denied the allegations made against him in this matter.
