PANJIM: The Corporation of City of Panaji (CCP) will implement e-governance system in the next eight months after work commenced on the project Wednesday. Officials, however, have expressed unhappiness that Tata Consultancy Services (TCS), which has bagged the contract for paperless functioning of the CCP, has no infrastructure or logistics in place to begin work. 
The TCS employees who offered to set up its temporary office in the CCP building were instead categorically asked to locate it at a separate property since the place would not be conducive to work. 
“At CCP you will not have peace of mind to work. It is like a railway station…but we work… First you (TCS) get an office in Panjim and then I will come to your office and have first meeting (on the project),” CCP Commissioner Sanjit Rodrigues told TCS employees. 
Rodrigues also asked the experts to have basic logistics in their office, such as computers. “There should be a proper place where we can work in a decent manner, not in inhuman way (referring to TCS proposal to work from CCP building). You can take all data from us. We are ready to assist you… Work professionally…” he said. 
The Central government through the JNNURM has already granted Rs 18 crore for the e-governance project. Speaking to the media after the presentation, which was attended by Mayor Surendra Furtado, and councillors; Rodrigues said various e-services will be provided under 22 project heads such as GPS based vehicle tracking system, convenience of applying for necessary municipal-issued certificates and other documents online among others. 
The project’s main objective is to enhance customer satisfaction, for which CCP contemplates increasing its staff strength. “A different skill set is required…The contractor (TCS) will be training the staff…If we need more staff, we will recruit them,” Rodrigues said.
