CCP plans top-class HQ

The Corporation of the City of Panaji (CCP) is planning to build a top-class headquarters on Public Private Partnership (PPP) basis.
The existing CCP building will give way for a spacious and more organised commercial structure.
As per the feasibility report prepared by CCP, it is said that the Corporation itself is growing at a rapid pace and is in need of a state-of-the-art headquarters.
“The corporation requires to project strong image by building a strong house for itself. There is also a need to provide adequate parking and other amenities, as such all these factors together makes a strong case for the redevelopment of the CCP headquarters, providing top class facilities, apart from being financially feasible,” the report reads.
At present, the proposed built up area as per FAR is 10,400 sq meters while the total built up area is around 19,400 sq meters. The State government had spent nearly 29 crore for the construction of existing CCP building.
The projected cost of the new CCP headquarters is Rs 97 crore.
The new headquarters will provide bigger and better office space and rehabilitate the tenants. Its basement will provide the much needed parking space.
“It will also create commercial space, which will help in cross-subsidizing the entire project apart from having some more real estate with CCP, from which it can generate additional revenue,” the report says.
“Since the land rates and commercial rates for real estate are highest on 18 June road, it will be easily possible to envisage the success of this venture,” report added.
The PPP contemplates that the Corporation will provide the land component and the private partner will provide for the building component.
As estimated, the total cost of land component amounts to Rs 52 crore while Rs 29 crore is the cost of building component. The total input cost of the project will be 87 crore.
Sources from CCP confirmed that the project has been sent for vetting and as soon as the approval is granted, further process would begin.
“It will take ten to 15 days to get legal advice,” sources added.
New design: The Corporation has decided to have two levels of ground floor, a plaza ground floor on the first floor which will be accessed through large Spanish steps. The CCP office will be housed at the uppermost floors and will be serviced by three lifts along with a staircase. The commercial shops on the actual ground floor will be used to rehabilitate the existing tenants.
“All the shops on the plaza floor will be new ones forming a critical real estate, which will help in cross-subsidizing the project,” report reads.
