The Corporation of the City of Panaji (CCP) has been censured by the state government for not framing rules under the CCP Act 2002 and has been warned of action if it fails to do so within the next six months.
This latest development has come to light in a written reply to the Goa Assembly by Urban Development minister Joaquim Alemao.
The reply states that the Rules for constituting committees in the CCP have not been formulated till date.
The reply has enclosed a copy of an order from Secretary Urban Development k S Singh issued in the last week January 2009 directing the Commissioner Melwyn Vaz to do so failing which the Commissioner will be made fully responsible for the consequences thereof.
This action comes after opposition leader and Panjim MLA Manohar Parrikar raised the issue that all committees in the CCP constitute members of the ruling group.
It was submitted by Parrikar that in the absence of the rules the present constitution cannot be modified.
The order states that the Commissioner was directed to do the needful way back in October 2008 so as o enable proportionate representation in the CCP for all round development.
It has deplored inaction on the part of the official and has under section 374 of the CCP Act 2002 issued fresh directions to frame the rules with the next six months.
