CCP wondering what to do about market issue

After the report on the illegal occupation of shops in the market, the Corporation of the City of Panaji (CCP) has still not managed to recover the rent, nor evict the illegal tenants, nor sign lease deeds with the legal tenants of the Panjim Municipal Market.

After the report on the illegal occupation of shops in the market, the Corporation of the City of Panaji (CCP) has still not managed to recover the rent, nor evict the illegal tenants, nor sign lease deeds with the legal tenants of the Panjim Municipal Market. 
At its January meeting, CCP had resolved to regularize the allotment by executing agreements with tenants and evicting those who failed to execute them. It is almost December and till date noting has been done.
Occupants of the shops aren’t agreeing to pay the revised rent rate, which was hiked from Rs 30 per sq m to Rs 196 per sq m in 2009 and later to Rs 265 per sq m in 2013. Around 60 shop occupants have sent payments of rent calculating it at the rate of Rs 30 per sq m, which is the old rate.
The notice period ended on October 31.
