Cess on dry waste to generate revenue

By amending Section 7 of the Goa Non Biodegradable Garbage (control) Act the government seeks to levy a cess at such rates that are to be determined by the government from time to time by notification in the officials gazette not exceeding 2 % of the sale price as defined in clause of section 2 of the Goa Value added Tax Act of such items marketed in non biodegradable packaging material including bottles and containers as may be mentioned in such a notification.

PANJIM: By amending Section 7 of the Goa Non Biodegradable Garbage (control) Act the government seeks to levy a cess at such rates that are to be determined by the government from time to time by notification in the officials gazette not exceeding 2 % of the sale price as defined in clause of section 2 of the Goa Value added Tax Act of such items marketed in non biodegradable packaging material including bottles and containers as may be mentioned in such a notification.

The government says it will be utilized for implementation of solid waste management schemes including segregation, collection, safe disposal and recycling of non-bio degradable waste material and also to promote the sale and use of bio-degradable packaging material, bags and containers.

Though no financial implications that will arise from the bill, it will generate additional revenue to the government by way of cess.
