internet service at the electricity bill payment counter failed. Angry
consumers, including senior citizens who spent the whole morning there, demanded
that the payments be accepted physically, which the clerk refused saying there
was no rubber stamp. He directed them to go and meet the Junior Engineer on the
third floor. Finally, since the entire drama played out before media cameras,
the JE finally gave directions that bills payment be accepted in physical form
