Chinchinim panch smells rat in tender

MARGAO: Goa State Infrastructure Development Corporation has floated a tender to build the Chinchinim Panchayat ghar at an estimated cost of Rs 7.39 crore.
Chinchinim panch member Constancio Fernandes, however, has raised eyebrow over the tender, saying the tender is silent on the construction of market complex project in the acquired land along with the panchayat ghar. “We want our market complex-cum-panchayat ghar, a project close to our heart. We will agree if the tender notice is as per the license given in 2011, otherwise scrap the tender if it is on illegal revised plan without the permission of the panchayat”, Constancio said in a letter addressed to the GSIDC Chairman.
In his letter, Constancio, however, said the tender notice published in December gives an impression that the GSIDC has effected changes to the approved plan without obtaining permission from the panchayat. “The villagers along with the panchayat body will not allow any changes which will amount to misuse of public funds and would change the scope of work. It will also fail to serve the purpose for which the land was acquired”, he said.
The panch member reminded GSIDC Chairman that land for the project was acquired with panchayat money and it is not a project of any MLA or government. “The government is requested to help us in the construction and not to do whatever they want illegally without any technical clearance and panchayat license against the wishes of the people”, Constancio added.
