Accidents due to stray cattle

These days, we have been hearing a lot of talks regarding the beef ban, which is the staple food of most of the Goan Catholics. Has anyone given a thought about the stray cattle frequently encountered on the roads and which is the main cause for so many road accidents? 
So many precious lives have been lost due to deaths caused by stray cattle. Will the government ever remove a strict rule so as to ban the movement of stray cattle on the roads or to fine the cattle owners if the cattle are found let loose without their owners? 
We definitely cannot blame the cows or buffaloes for roaming freely on the roads, but it is upto their owners to guide them and see that they do not put the lives of innocent riders in danger. 
The other day while on my way home, I found a huge herd of cows rushing madly on the Mayem-Chorao road. I along with a few other riders had to nearly stop for fear of being knocked down by the cattle. 
Their owner was nowhere to be seen and the cattle were just madly rushing on the roads. 
On another occasion, the owner was cozily chatting on his mobile while one of the cows nearly rushed on me and I was about to loose my balance.  It took me quite a long time to overcome that shock and I had to stop till I overcame my fear and proceed on my way home. 
It is not just about banning beef but stringent rules should also be made by the government to curb the stray cattle menace. Hope an immediate action is taken on this in the interest of one and all.
