Comba underpass inundated in summer

Be it monsoons or summer, this railway underpass at Comba Margao is always inundated with water sources of which is mysterious and also suspicious. This underpass used by hundreds of motorists endlessly is another engineering blunder of Margao after the Comba two-wheeler overbridges and the footbridge. Foul smell emanating from the water on the underpass gives a suspicion of sewage waters finding its way at the place. While vehicle owners happily tread the underpass as long as the vehicles keep moving the city fathers and the media only give it attention in the monsoons when it gets flooded. Question is are we going to get a permanent solution by way of a elevated flyover bridge over the level crossing or the commuters will continue to be at the mercy of the  underpass and the various overbridges?
