Compromising public safety

A telecom company has laid telecom cables all through Vasco. In the process of laying the cables,

the roads and pavements have been scarred by trenches dug up for laying the cables. Although some efforts were made to fill the trenches, the work was done in a very haphazard and shabby manner. 
Over a short period of time, the filling of trenches has come loose, posing a risk to two wheelers, even causing a few accidents. What is worse, is that the junction chambers which have been laid down on the pavements and the roads are either inches below the level or inches above the level of the pavements or roads, and the area dug out for laying the chambers has not been restored to original level and status of the interlocking bricks, bricks/roads. This is especially obvious in front of the DCB Bank and Bank of India. 
To the best of my knowledge permission for digging up roads and pavements is granted on condition of restoration of the excavated area to the original condition at the earliest. These unfinished surfaces are a serious threat to safety of the users, especially senior citizens and elderly. It is essential that the civic authorities immediately issue notice, and take action to pull up the telecom companies and make them restore the pavements and roads to the original condition.
