Just recently the Village Panchayat of Santa Cruz has erected banners and notices in the area from the Football ground till right up to Four Pillars which falls under the panchayat jurisdiction. The Panchayat or the secretary has not done proof reading to the recent banner as it is grammatically incorrect with regards to the subject matter. So also the words Government of Goa is not written in capitals. This shows the illiteracy of our elected panch members.
There are two banners but these allegedly create confusion and are contradictory. In the first one the village panchayat, in collaboration with the Government of Goa under the non biodegrable control act has slapped a fine of between Rs 1,000 and Rs 5,000. But on the other blue board erected it seems the panchayat is not so keen on the quantum of fine. It is stated that a fine will be slapped between Rs 500 and Rs 1000 which is a contradiction. The banner is placed in front of the garbage.
Who is responsible for this clean up not executed and disposed in a proper manner? And where are the CCTV cameras placed?
Besides these marked areas, the area just under the nose of the Village panchayat is open defecation space for pigs, dogs, etc. The stray cattle feed on the garbage strewn along the open drains as household waste is being discharged in the gutters. The stagnation of water is a breeding ground for mosquitoes and causes illness. There is stench everywhere and no CCTV camera is installed at this location. Perhaps the panchayat and its members feel that it is controlled ‘under permissible limits.’
Prior to installing CCTV cameras has the panchayat tendered a process to acquire the same? Has the Panchayat addressed this expenditure at the Gram Sabha? Or is it an enterprise of only one member for the benefit of his ego and popularity? Is the Goa Waste Management plant at Saligao in the know about this action of the panchayat?
