Electricity department waiting for accidents?

At many places in the coastal belt, electrical junction boxes and high mast light control switchgears are either left exposed to the elements or their shutters are crudely fastened with nylon ropes / wires. 

There are no signs of locks at all to keep the equipment secure. During high winds and rains the shutters flap open and the panels get wet leading to short circuits and subsequent power outages. Also the MCBs are targeted by miscreants who sell them to make a quick buck. 

The Goa Electricity Department seems to be least bothered about securing its installations, in the end it is the consumers who end up facing the consequences. Why this lackadaisical approach towards public utilities by the GED, are you waiting for a major accident to happen before you wake up from your slumber?
