Enact laws to favour bank account holders

Many a time, when you go the bank to complete a bank transaction or to update your passbook, you are told that the server is down. 
On several occasions, senior citizens getting pensions and those who have to collect a new certificate have to go to the bank many times, sometimes for jobs that can be done without wasting too much time. Sometimes the senior citizens can hardly walk or sign their forms and no one seems to have any compassion for these people. 
Can the head office draw up a master plan by which bank account holders do not become victims of the bank employees? Many times people are put to hardship as suddenly the bank employees union decide to go on strike and more often than not they strike just after a holiday or two. 
In some banks passbooks cannot be updated for days together because there is no bank staff who can do the job and the reason they give is that the printer is not working . 
Can’t the union government enact laws that favour the account holders and stop harassment. If the account holder cannot get his work done due to the negligence or carelessness of the bank employee than the bank has to pay him or her bank charges, which should be credited to his or her account ? Everyone cannot go to the consumer’s forum. 
I know old people cannot make so many trips to the consumer’s forum court. It is high time that all bank account holders of Goa should unite and form a union and fight this growing menace of not corporative bank officials. 
Banks have been charging customers bank charges for the least work they do and why not we also get something in return? Even bank interest is going down day by day.  Hope someone does something soon.
