Ill-planned civic works

For the past two months, excavations for the laying of sewerage lines and deep manholes are going at and around the Colva-Benaulim-Dabolim road junction. No fencing or hazard warning lights have been installed around the pits, to alert commuters. 

There have been minor accidents reported in the area with two wheelers crashing into the excavated earth mounds at night. 

Frequent, pre-monsoon showers leave the area slushy and slippery, leaving a challenge to negotiate even for four wheelers. I fail to understand why such civic projects are not planned in advance and completed well before the monsoons by the concerned authorities.
