Is anybody keeping a tab on power thefts, wastage due to negligence?

We keep hearing in the news and reading in local newspapers about power department falling short on revenue and having to raise power tariff again and again. 
Has anyone asked the power department what they are doing to resolve the innumerable power failures and power interruptions we are faced with daily? 
In Calangute, for the past few months the power is more OFF than ON. There are power cuts almost 20 times a day and even when there is power, the voltage is so low that the appliances refuse to come on and often get damaged due to this. 
Do you notice how slowly the fans move when they are needed the most? Surprisingly during monsoons, when there is less need, the fans move alarmingly fast.
Is there no one that is answerable for this sorry state of affairs? 
On the other hand, I wonder what is being done to curb theft of electricity and replacement of faulty and dead meters although we read that electronic meters are being ordered. This needs to be implemented on a war footing and if all the thefts are erased we may not even need to hike the power tariff and burden the honest consumer.   
I appeal to the authorities to kindly look into these issues very seriously as the summer is already here and this state of affairs is unacceptable.
