Polluting trucks, with invisible number plate, ply near St Xavier’s College Mapusa

Many of the truck carriers ply on the uphill road next to our college and pose great danger to the students’ community. Many of the students walk up the hill to attend classes. These trucks emit so much carbon as seen in the above truck which nearly suffocates us. The vision of those driving behind the truck becomes unclear. These trucks are sometimes incapable of pulling up the slopes and stop all of a sudden thus posing danger to those driving behind them.
I wonder how they escape the police attention when these trucks ply in the heart of city. Moreover, the number plates are invisible as it is the case above. In case of hit and run, one would not be able to note the truck number and tracking the culprit will be impossible.
They are always laden with goods with a cover on top. The weights that are kept to prevent the cover and blown by the wind, slide down and fall off the moving trucks due to steep inclination of the slope. 
The students are made to inhale hazardous fumes and at same time prone to accidents. Will the concerned authorities take necessary action to curb this menace?
